An Examination of Select Veterans Affairs Canada (VAC) and Canadian Armed Forces (CAF) Programs (W6369-16-A147)

Jointly, Veterans Affairs Canada (VAC) and the Canadian Armed Forces (CAF), with advice from Treasury Board Secretariat, require a comprehensive examination of VACís current Rehabilitation Program (focused primarily but not exclusively on vocational rehabilitation) and Earnings Loss Benefit (ELB) as provided under the New Veterans Charter (NVC), and the CAFís Service Income Security Insurance Plan (SISIP) Long Term Disability (LTD). This requirement will identify those areas where the two programs overlap and how to address these, and identify where there is potential for change to achieve improvements in the effectiveness of both programs.

Well it certainly looks like a strong possibility that they are scrapping SISIP altogether, and have everyone get Rehab/ELB instead. Part of such a review, would likely look at the costs to operate identical programs. So not only would the VAC route be cheaper, since they wouldn't have to pay a private company to run it, any surplus could be made available for other benefits if needed, instead of just sitting in an account collecting interest, for an insurance company. Plus it would make transitioning to being a Veteran, a heck of a lot easier, because if every medically released member automatically becomes a VAC client, it would be a lot smoother if they had to submit claims down the road, if they hadn't already.

Actually I think this has to do with another Trudeau promise to extend the schooling/rehab to 4 years.

It is something that can be done with the NVC but if they do not extend SISIP training to 4 years then it means another lawsuit.

What the TB wants to know is how much more is it going to cost SISIP to extend from 2 to 4 years.

I wouldn't put too much into this that SISIP is on it's way out. Manulife is the only insurance company that will give CF members addition insurance for dismemberment and life insurance in a war. LTD is the trade off for this insurance. And the government will not take over that extra insurance because they have said many times "we are not an insurance company".
